FEMA & DRCA Work Together to Provide Guidance for Hurricane Helene & Milton Response

In support of FEMA’s national response to Hurricanes Helene and Milton, the Disaster Recovery Coalition of America (DRCA), in close collaboration with FEMA’s Office of Recovery and the Director of Public Assistance, Robert Pesapane, convened on October 8 and October 18, 2024, to address critical Debris Operations related to both disasters.

During these meetings, DRCA and its members provided timely feedback and raised key concerns to FEMA leadership, focusing on safeguarding the eligibility of debris costs, including contract price amendments. Drawing on both historical and current best practices, DRCA offered actionable recommendations to enhance the disaster response effort.

On November 20, FEMA published the attached Fact Sheet, incorporating many of DRCA’s suggestions. The Fact Sheet, applicable to all disasters, delivers essential guidance to applicants on maintaining cost eligibility when price amendments are required.

DRCA is proud of the meaningful contributions of its members and the strong collaboration with FEMA. This partnership establishes a solid foundation for our forthcoming Memorandum of Understanding (MOU) with FEMA, which will further strengthen our shared commitment to effective disaster recovery.
