Teresa Carter

Board member and Vice President Goverment Relations

Teresa Carter specializes in Emergency Management, Disaster Response, and Recovery Services. She oversees Recovery Support projects for EXCEL including FEMA PA, HMGP, Emergency Management, and Resiliency. Mrs. Carter possesses over 30 years of experience in disaster response and recovery with FEMA, FHWA, and HUD programs. She has supported recovery efforts for Hurricanes Katrina, Rita, Gustav, Ike, Sandy, Harvey, Irma, Maria, Matthew, Michael, Florence, and California Wildfires.

Mrs. Carter was one of three Senior Advisors for FEMA/NYC debris operations at the World Trade Center following the 9/11 attacks. Teresa was also deployed to facilitate and support disaster response and recovery services for Louisiana after Hurricane Katrina, and to Haiti after the 2010 earthquake. She was a contributing author for FEMA PA and Debris courses for FEMA and the Emergency Management Institute (EMI) from 2000-2005.

As a former State Public Assistance Officer and Infrastructure Branch Chief in North Carolina, Mrs. Carter has held the positions of Public Assistance Officer on numerous disasters for the state and Senior advisor to FEMA under federal deployments. She was the Senior Advisor and Planner for recovery to the Cities of Vero Beach, Indian River Shores, Ft Pierce, Port St. Lucie, Stuart, St. Lucie and Martin Counties and their respective school districts following the 2004 Hurricane season. She has completed and supervised thousands of PW closeouts and is highly skilled in FEMA PA, including special areas such as Section 428 Procedures, Section 406 Hazard Mitigation, Community Disaster Loans, federal compliance requirements, and FHWA/FHWA-ER programs. She also serves as Chair of the Recovery Committee for the National Hurricane conference, which she has held for over 19 years.
