Roy E. Dunn
Chief Emergency Management Officer, Longview Solutions Group
Roy E. Dunn is a nationally recognized leader in disaster recovery, emergency management, and resilience strategy. His career spans federal leadership, multi-agency coordination, and private-sector innovation—aligning directly with the DRCA’s mission to mobilize and guide a national network of private-sector experts across resilience, response, recovery, and mitigation.
As the former Director of Interagency for Recovery at FEMA Headquarters, Mr. Dunn played a central role in the creation and national implementation of the National Disaster Recovery Framework (NDRF). He led the development of the Federal Disaster Recovery Coordinator (FDRC) role and launched the Recovery Support Strategy (RSS) model—structuring how federal agencies align their capabilities with state and local recovery efforts. As founder and Secretariat of the Recovery Support Function Leadership Group, he helped establish lasting frameworks for interagency collaboration during some of the nation’s most complex disasters, including Hurricane Sandy.
Today, Mr. Dunn serves as the Chief Emergency Management Officer and Principal of Longview Solutions Group, where he leads multidisciplinary teams that support federal, state, and local partners in implementing recovery operations, operational frameworks, and mitigation initiatives. He also founded the Grey Sky Responder Society, a national platform designed to validate, connect, and credential the responder workforce—fostering a more skilled and accountable recovery sector.
Roy’s experience across more than 15 critical industries and his lifelong commitment to whole-community disaster solutions mirror DRCA’s mission to drive sustainable, scalable, and equitable disaster recovery. His approach emphasizes innovation, readiness, and partnership—ensuring that disaster-affected communities can access the best of the private sector when they need it most.
A man of faith and purpose, Roy lives in Virginia with his wife, Kimberly, and their growing family. Together, they lead Longview Solutions Group as a family-owned business grounded in service and guided by a mission to look beyond the immediate—to see “over the horizon” when supporting clients in their most critical moments. Longview reflects their forward-focused mindset; Solutions represents their unwavering commitment to solving the complex problems disasters bring; and Group speaks to their belief that success comes through true teamwork. Roy views his work not just as a profession, but as a calling to serve others—especially in their most vulnerable times—with humility, resolve, and hope.
